In accordance with Article 17 of Law 6 of 2011, the RSB has approved a request from Shuaa Energy 2 to amend its Electricity Generation Licence EG-01/2017, as per the licence conditions. The amendment highlights a change of the subcontractor from Gransolar to Gransolar OYM S.L., Acciona Construcción S.A., and Ghella S.P.A
Pursuant to The Executive Council Resolution No. (2) of 2010 for the establishment of the Regulatory and Supervisory Bureau for the Electricity and Water sector in the Emirate of Dubai, and Law No. (6) of 2011 Regulating the Participation of the Private Sector in Electricity and Water Production in the Emirate of Dubai , the RSB licenses Power Generation and Water Desalination plant in which the private sector is involved.
The RSB collects and assesses information necessary to determine if applicants are fit and proper to hold Power Generation and/or Water Desalination licences. This information includes: details of the company, directors and shareholders, relevant experience, subcontractor details, history of regulatory action, history of legal and financial proceedings, other licences details, existing or planned interest in any other existing licensees, and other details.
A Licence application goes through a process of validation and evaluation by the RSB, approval of grant of licence by the DSCE and finally issuance of the licence by the RSB.
The Executive Council Resolution No. (43) of 2015 determined the fees to be charged by the RSB for Power Generation and Water Desalination licences.
